Halibut with Lemon Tarragon Cream Sauce

4 halibut filets 1 cup of half-and-half cream 1/2 cup water 3/4 cup dry white wine 2 tablespoons of fresh lemon juice 2 tablespoons of ground tarragon seeds 2 tablespoons of cornstarch 1/4 cup parmesan cheese 2 tablespoons of butter salt and pepper to taste
